Findings from the University of Oslo provided new data on managed care (projecting local public health in practice: a qualitative study of facilitators and barriers to implementing a public health plan) : managed care – InsuranceNewsNet

According to reports from Oslo, Norway, by the editors of NewsRx, the research said, “To identify factors perceived by local government employees as affecting the implementation of a municipal public health plan. Qualitative individual interviews (n=13) were carried out.

Our news reporters got a quote from the research of the University of Oslo“Participants were sampled in three districts of Oslo municipality, Norway, and asked about their experiences with an ongoing implementation of the Oslo Public Health Plan (2017-2020). The conceptual framework of public sector projectification – an increasing reliance on the organization of political projects – informed the study. The Consolidated Framework for Implementation Research was used to facilitate data coding and subsequent thematic analysis. Facilitators of implementation included factors perceived to support flexibility, including adaptability of the plan to the local context, and factors perceived to allow structure and control during the implementation process, such as articulation of specific goals and a shared understanding of public health work. Barriers were mainly related to complex aspects of the plan, such as the need to involve multiple stakeholders and levels of governance, and tensions between the time-limited implementation process and permanent organizational structures. This study demonstrated how research-based methods can be used for the evaluation of an implementation process in a local community. It identified the determinants of implementation using a pre-determined taxonomy of operationally defined factors that could influence implementation.

According to the editors, the research concluded: “However, while implementing a time-bound public health plan may be considered ‘action’ in relation to multidimensional and complex issues, research additional information is needed to determine whether the implementation of the plan has a long duration. -term impact on the surrounding organization and, possibly, on public health outcomes.
